Sales to Active, or Absorbtion Rate is a measure to guage the state of the market.  A ratio of 15-20% is considered balanced market.  Sustained periods with a ratio of above 20% is considered Sellers Market which can lead to price increases.  Conversely, Sustained periods with a ratio of below 15% is considered Buyers Market which can lead to prices to decline.
